Mes&nbsp;remerciements s\u2019adressent aussi \u00e0 tous&nbsp;les pan\u00e9listes, qui ont grandement contribu\u00e9 au succ\u00e8s de cet \u00e9v\u00e8nement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sachant par ailleurs que nous avons plusieurs participants d\u2019autres pays qui&nbsp;ma\u00eetrisent mieux la langue de Shakespeare que celle de Moli\u00e8re, je vais continuer mes&nbsp;propos en anglais.<strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I am very honoured and privileged to be addressing you as the Honorary Consul of Ukraine, whose people are currently heroically defending, not only their independence and Europe\u2019s territorial integrity, but also democracy and global security \u2013 when taking into account NATO\u2019s famous article 5.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yesterday, during the opening remarks of this Summit, we heard a very important call to action, namely that it is time to act, not&nbsp;to&nbsp;announce, but to act. And we really should act, after everything that was said since then during this high-level Montreal&nbsp;International Security Summit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The biggest current threat to our democracy and global security stems from the Kremlin and its clear intent to recreate a neo-Soviet Union, which \u2013 unstopped \u2013 will inevitably lead to&nbsp;World War III.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, prior to starting its genocidal war against Ukraine, Russia proposed to NATO and&nbsp;the U.S. divisive Yalta-style \u201c<em>security<\/em>\u201d agreements, which provided for&nbsp;the&nbsp;withdrawal of NATO troops and&nbsp;armaments from&nbsp;14 out of 32 NATO member countries with the clear intent to&nbsp;destabilize the West, dismantle NATO, re\u2011establish a Russian sphere of&nbsp;influence on&nbsp;the territories of&nbsp;the&nbsp;<a>former Eastern Bloc countries&nbsp;<\/a>and then \u2013 reconquer them, which&nbsp;would trigger another World War.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a>Russia\u2019s recent violations of the airspace of Finland, Estonia, Latvia, Lithuania, Norway, Poland and Romania&nbsp;<\/a>\u2013 all NATO member countries&nbsp;<a>\u2013<\/a>&nbsp;are definitely not accidents. They&nbsp;are reminders of Russia\u2019s expansionist ambitions that go substantially beyond Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We basically have two options.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first option is to appease another belligerent and authoritarian dictator like&nbsp;Hitler, currently in the Kremlin, with&nbsp;a&nbsp;neo-Munich Agreement that would sacrifice some Ukrainian territories and, even&nbsp;worse, the Ukrainian people, while emboldening Russia to want much more and&nbsp;eventually triggering another World War.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other \u2013 and substantially better option \u2013 is to help Ukraine, not only demonstrate that&nbsp;Russia is not a superpower, which Ukraine has already done, but to ensure that Ukraine actually succeeds and, with the active help of NATO member countries, forces Russia into a&nbsp;real and long-lasting peace agreement with appropriate Western guarantees, including Ukraine\u2019s membership in NATO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent meetings in Alaska and Washington have clearly demonstrated that Ukraine wants peace and Russia wants Ukraine. Moreover, if&nbsp;Russia stops fighting there is no more war, but if Ukraine stops fighting there is no more Ukraine, with former Eastern Bloc countries in&nbsp;NATO being next in line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let\u2019s remember the lessons of history that&nbsp;appeasing an authoritarian leader with imperialist ambitions is not de\u2011escalating, it&nbsp;is&nbsp;escalating the conflict by emboldening an&nbsp;aggressor that perceives any form of appeasement as a sign of weakness that should be fully exploited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Peace through strength is the only language that the Kremlin understands and respects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, NATO member countries, starting with the U.S., should provide Ukraine the&nbsp;necessary military intelligence and weapons to succeed, including Tomahawk missiles to&nbsp;help Ukraine\u2019s Armed Forces strike military targets and energy facilities deep inside Russia that feed its war machine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, Western countries should stop procrastinating and do the only moral, fair, economically sound and geopolitically appropriate move by confiscating Russia\u2019s Central Bank frozen assets abroad, evaluated at over 300 billion U.S. dollars and using them to provide military aid to Ukraine and then to rebuild Ukraine. It is hard to&nbsp;fully understand why Western leaders are not applying basic logic and common sense, which dictates that Russia\u2019s state assets should be used to stop Russia\u2019s invasion of Ukraine and then to&nbsp;indemnify Ukraine for Russia\u2019s war crimes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, Western countries need to strengthen sanctions against Russia and eliminate loopholes until they force Russia to the negotiation table.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We probably all agree that such moves would be beneficial for Ukraine, and what I wish to&nbsp;conclude with \u2013 is to state unequivocally \u2013 that such&nbsp;moves would be equally beneficial for&nbsp;democracy and global security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>L\u2019organisation non gouvernementale (ONG) \u00ab Ukraine-2050 \u00bb est une organisation \u00e0 but non lucratif cr\u00e9\u00e9e pour contribuer \u00e0 la mise en \u0153uvre, d\u2019ici 2050, de strat\u00e9gies pour le d\u00e9veloppement durable de l\u2019Ukraine en tant qu\u2019\u00c9tat europ\u00e9en pleinement ind\u00e9pendant, territorialement intact, d\u00e9mocratique, r\u00e9form\u00e9 et \u00e9conomiquement comp\u00e9titif.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"Eugene Czolij est pr\u00e9sident de l&rsquo;ONG \u00ab Ukraine-2050 \u00bb, consul honoraire d&rsquo;Ukraine \u00e0 Montr\u00e9al et ancien pr\u00e9sident du Congr\u00e8s mondial ukrainien (2008-2018).
