Press Conference on Parliament Hill Highlights Strategic Risks of China’s Expanding Arctic Presence
The Montreal Institute for Global Security (MIGS), in partnership with the China Strategic Risks Institute (CSRI), is hosting a press conference on Parliament Hill on March 9, 2026, to launch a new report examining the national security implications of China’s expanding activities in the Canadian Arctic.
Titled Closing Strategic Gaps in the Face of China’s Expanding Influence in the Canadian Arctic, the report identifies emerging vulnerabilities in Canada’s Arctic security architecture, including gaps in surveillance capabilities, foreign investment screening, scientific engagement, and narrative influence in the North.
The report presents a series of policy recommendations to strengthen Canada’s Arctic security and sovereignty, including enhanced monitoring of foreign activity, stronger scrutiny of strategic infrastructure investments, protections for Indigenous communities, measures to counter foreign influence operations, and deeper coordination with allies.
Speakers at the press conference include Kyle Matthews, Executive Director of the Montreal Institute for Global Security; Alex Dalziel, Senior Fellow on Arctic Security at MIGS; Elizabeth Donkervoort, Director of the China Strategic Risks Institute; and Shuvaloy Majumdar, Member of Parliament.
Following the press conference, MIGS and CSRI representatives are briefing officials from Global Affairs Canada and the Department of National Defence on the report’s findings and recommendations.
