Why the Defence, Security and Resilience Bank Belongs in Montréal
Kyle Matthews, Executive Director of the Montreal Institute for Global Security (MIGS), has published two new opinion articles arguing that Prime Minister Mark Carney should select Montréal as the headquarters of the proposed multilateral Defence, Security and Resilience Bank.
Writing in Open Canada and La Presse, Matthews argues that the Bank will be much more than a financial institution. Its mission will connect defence investment with emerging technologies, resilient supply chains, critical infrastructure and international cooperation.
Montréal offers a distinctive combination of financial expertise, artificial intelligence, aerospace, cybersecurity, research institutions and international organizations. Locating the Bank in the city would strengthen Canada’s security ecosystem, expand its diplomatic influence and demonstrate confidence in Montréal’s ability to represent Canada internationally.
The decision also comes at an important moment for Canadian leadership. As Canada increases defence investment and works more closely with democratic allies, the country has an opportunity to shape a lasting international institution dedicated to collective security and resilience.
