Preserving, Reforming, and Rebuilding the Rules-Based Order

The international order governing war and peace is under profound strain. Collective-security institutions are faltering, the prohibition on aggression is being tested, and new forms of conflict are exposing gaps in legal frameworks built after 1945. Canada helped construct that order. What should it now do to preserve, reform, or rebuild it?

This one-day conference brings together leading Canadian scholars, diplomats, practitioners, and policy experts for four discussions about Canada’s role as an architect of the global order:

• Canada and the Use of Force: A Century of Engagement
• The Use-of-Force Regime Under Pressure: Diagnosis and Stakes
• Accountability Architecture: The ICC, the Special Tribunal for Ukraine, and Canada’s Role
• Where Do We Go From Here? Canada’s Role

The conference is open to scholars, diplomats, Canadian officials, civil-society organizations, legal practitioners, journalists, and students.

Organized by the McGill University Faculty of Law, the Global Institute for the Prevention of Aggression, the Montreal Institute for Global Security, and McGill’s Centre for Human Rights and Legal Pluralism.
