MIGS Appoints Balkan Devlen as Senior Fellow for Strategic Foresight
At a time of accelerating geopolitical uncertainty—marked by intensifying great power competition, the growing alignment between authoritarian states, and the disruptive impact of artificial intelligence on global security—the Montreal Institute for Global Security (MIGS) is pleased to announce the appointment of Balkan Devlen as Senior Fellow for Strategic Foresight.
Dr. Devlen brings more than two decades of experience working at the intersection of policy, business, and academia across North America and Europe. A strategic advisor and geopolitical forecaster, he is Co-Founder and Principal at Pendulum Geopolitical Advisory, Senior Fellow at the Macdonald-Laurier Institute, and Adjunct Research Professor at the Norman Paterson School of International Affairs (NPSIA) at Carleton University.
At MIGS, Dr. Devlen will contribute to advancing the Institute’s work on geopolitical forecasting and strategic foresight, with a focus on NATO and transatlantic security, the Russia–China relationship, and the evolving geopolitics of artificial intelligence. His appointment strengthens MIGS’ capacity to provide forward-looking analysis to policymakers, business leaders, and international partners navigating an increasingly complex global landscape.
Dr. Devlen has advised governments, defence and intelligence agencies, major financial institutions, and international organizations on geopolitical risk and strategic planning. He is a frequent commentator in leading Canadian media and policy forums, offering expert insight into global security trends.
