MIGS Staff Sign International Statement Calling on Canada to Lead on Frozen Russian Assets

MIGS staff have joined a distinguished group of international experts, policymakers, and former officials in signing the statement, “Canada Must Lead to Find Billions in Frozen Russian Assets.” Other signatories include  former Prime Minister The Right Honourable Stephen Harper,  Allan Rock, Lloyd Axworthy, Jason Kenney, Bill Browder, and Gabrielius Landsbergis, as well as MIGS Executive Director Kyle Matthews and Fellows Elizabeth Anderson, Chris Alexander, and Balkan Devlen.

The statement urges the Government of Canada to take a leadership role in ensuring that frozen Russian state assets are used to support Ukraine’s defence, recovery, and reconstruction. It argues that mobilizing these assets would reinforce international law, strengthen accountability for Russia’s aggression, and demonstrate Canada’s continued commitment to Ukraine and the rules-based international order.

As Russia’s full-scale invasion of Ukraine continues, the question of how democracies respond to aggression remains central to international security. The signatories contend that frozen Russian sovereign assets represent a unique opportunity for Canada and its allies to help finance Ukraine’s future while ensuring that the costs of the war are not borne solely by its victims and international partners.
