MIGS Publishes New Policy Brief on Canada–Japan Strategy for Undersea Cable Resilience

The Montreal Institute for Global Security is pleased to announce the release of “Securing the Seabed: A Canada–Japan Strategy for Undersea Cable Resilience”, authored by MIGS Senior Fellow Jonathan Berkshire Miller, developed under the Canada–Japan Subsea Cable Security Partnership (CJ-CABLE) project with support from the Asia Pacific Foundation of Canada through the Canada–Asia Joint Research Grants program. 

The policy brief examines the strategic importance of undersea cables, which carry over 95% of global data traffic, and outlines how deeper Canada–Japan cooperation can strengthen resilience against emerging security risks in the Indo-Pacific and the Arctic.

The report proposes practical policy recommendations to enhance infrastructure protection, improve maritime awareness, and support coordinated approaches to safeguarding critical digital connectivity in an increasingly competitive geopolitical environment.
