Jonathan Berkshire Miller

Jonathan Berkshire Miller as Senior Fellow – Indo-Pacific at MIGS. He is an internationally recognized expert in security, defence, and geo-economics, with a distinguished career advising governments, multinational corporations, and international organizations on geopolitical risk, strategic foresight, and global policy development. For nearly two decades, he has held influential roles across both the public and private sectors, helping to shape policy frameworks and strategic initiatives in response to complex global economic and security challenges.

He is the co-founder and principal of Pendulum Geopolitical Advisory, a global consultancy under the Pendulum Group, headquartered in Ottawa, where he leads high-level engagements on geopolitical risk and strategy. In addition to his work with Pendulum, Jonathan is a Senior Fellow at the Ottawa-based Macdonald-Laurier Institute, where he provides thought leadership on foreign policy and national security. He also holds concurrent fellowships with the Montreal Institute for Global Security on Indo-Pacific security, and the Asian Forum Japan, serving as a Senior Fellow on focusing particularly on Indo-Pacific security dynamics and regional diplomacy.

Jonathan sits on several boards, and including on the World Anti-Extremism Network, the Journal of Geoeconomics, and the North American advisory board of the International House of Japan. He is also a research committee member of the Research Institute for Peace and Security (RIPS) in Japan. 

Jonathan’s contributions to international policy extend to his official appointments as Canada’s ASEAN Regional Forum Expert and Eminent Person (EEP), as well as his recognition as a Responsible Leader with the BMW Foundation, where he collaborates with global peers to advance responsible governance and multilateral cooperation. His career includes senior positions at prominent think tanks in Canada, the United States, and Japan, where he has played a pivotal role in facilitating high-level strategic dialogues on global affairs. Among these, he worked and held roles with a number of think tanks including the Council on Foreign Relations (as an international affairs fellow), the EastWest Institute, the Pacific Forum CSIS, the Japan Institute of International Affairs, the National Institute of Defense Studies in Japan, and  the Asia-Pacific Foundation of Canada.  He has also served within the Canadian government, where he specialized in the intersection of economic and security policy, bringing a nuanced and pragmatic perspective to global policymaking.

A sought-after speaker, Jonathan regularly delivers keynote addresses for international conferences, corporate strategy sessions, and government briefings. His commentary and insights are widely respected and have been featured in leading global publications, including The Financial TimesThe New York TimesCNN,  Foreign AffairsThe Wall Street Journal, and many others.
