D. Matthew Millar is an international practitioner and executive working at the intersection of geoeconomics, economic security, and strategic competition. His work focuses on strengthening national capacity and resilience through whole-of-government and whole-of-society approaches to economic security, deterrence, and multidomain competition. He specialises in operationalising geoeconomics through public–private cooperation, including the design, structuring, and implementation of initiatives spanning defence, strategic infrastructure, trade, finance, and economic security. He is Founder and Publisher of the peer-reviewed Journal of Geoeconomics and a New Security Leader with the Warsaw Security Forum.
He is a former parliamentary bureau chief and investigative journalist with expertise in defence, international relations, and national security. He has appeared on BBC, CNN, CCTV, NPR, and TVP World, and his work has been featured in The Guardian, The New York Times, and the National Post. He is an elected member of the International Institute for Strategic Studies (IISS), Chatham House (Royal Institute of International Affairs), the Royal Economic Society, and the Royal United Services Institute (RUSI). He is also a member of the International House of Japan.
