Monika Le Roy is a senior international affairs and development professional with two decades of experience in democratic governance, multilateral cooperation, and strategic partnerships across five continents. Most recently, she served as Regional Program Director for the Pacific Islands at the International Republican Institute, where she established the organization’s first regional office in Suva and led engagement across the Pacific Islands region during a period of heightened geopolitical competition. She has also worked on human rights and democratic governance initiatives in Africa, Asia, Eurasia, the Caucasus, and the Middle East.
From 2016 to 2023, she was Advisor to the Secretary General at the Organization of American States, shaping hemispheric responses to democratic crises in Cuba, Haiti, Nicaragua, and Venezuela. She played a key role in the precedent-setting process that triggered the International Criminal Court investigation into crimes against humanity in Venezuela. Previously, she held senior advisory positions with two Canadian Foreign Ministers, leading policy initiatives on democratic governance, civil liberties, gender equality, and multilateral engagement, including Canada’s global campaign to end child marriage.
Her current work focuses on the erosion of soft power and its implications for democracy and multilateral cooperation, analyzing why Western donors are abandoning tools of democratic engagement and identifying strategies to restore effective international support aligned with national interests.
She holds an LLM in International Law from the University of Kent and a HBA in Political Science from Carleton University.
